In the near future, the Sibyl System, a surveillance network that quantifies human souls, maintains public order by measuring "Crime Coefficients" to identify potential criminals before they commit crimes. Inspectors armed with Dominators, specialized guns that assess these coefficients, work to apprehend these "latent criminals." The third series of Psycho-Pass follows two new inspectors, Arata Shindo and Kei Mikhail Ignatov, as they navigate this complex system.

Shindo and Ignatov are tasked with investigating the crash of a ship carrying immigrants, which they soon suspect was no accident. As they delve deeper into the case, they become aware of a shadowy group called Bifrost that is monitoring their every move. The two inspectors must uncover the truth behind the crash while questioning the infallibility of the Sibyl System they serve.
