A year and a half after uncovering the truth behind the Sibyl System, Inspector Akane Tsunemori continues to uphold the law, believing in the system's potential to maintain order. Working with new enforcers and junior inspector Mika Shimotsuki, who is unwaveringly loyal to Sibyl, Akane faces her daily duties with resolve. However, a new threat emerges that challenges the foundation of the Sibyl System itself.

A mysterious figure discovers how to manipulate the Crime Coefficient, the metric Sibyl uses to identify potential criminals. This ability leads to the murder of an enforcer and a cryptic message, "WC?", left at the crime scene. Akane and Division 01 find themselves in a dangerous game, confronting a conspiracy that not only endangers the authority of the Sibyl System but also tests Akane's own beliefs and convictions.
